GHANA MISSION WELCOMES STRATEGIC INFRASTRUCTURE MoU BETWEEN GHANA AND JAPAN – ADVANCING CONNECTIVITY THROUGH PUBLIC-PRIVATE PARTNERSHIP
The Ghana Mission in Tokyo proudly highlights the signing of a strategic Memorandum of Understanding (MoU) between the Ministry of Roads and Highways of the Republic of Ghana, represented by Hon. Kwame Governs Agbodza (MP), and Index Strategy, Inc. of Japan. The MoU outlines the framework for contract negotiations on the Apemenyim–Daboase Toll Road Public–Private Partnership (PPP) Project, a major infrastructure initiative in Ghana’s Western Region. The agreement was signed on August 21, 2025, during a high-level side event at the 9th Tokyo International Conference on African Development (TICAD 9) in Yokohama, Japan. The event was co-hosted by the Organization for PPP Promotion Support (OPPS) and the Embassy of Ghana in Japan, underscoring the deepening cooperation between Ghana and Japan in infrastructure development. The event featured a seminar, networking session, and signing ceremony. Keynote addresses were delivered by Hon. Kwame Governs Agbodza and Mr. Kenichiro Tachi of Japan’s Ministry of Land, Infrastructure, Transport and Tourism (MLIT) under the theme, “Strengthening Africa–Japan Partnerships through Infrastructure Development.” The seminar provided a platform for dialogue on shared infrastructure goals and mutual opportunities. The signing ceremony took place in the presence of 3xP Global and Japan’s MLIT as official witnesses. Congratulatory remarks were offered by Mr. SAKAI Manabu, Minister of State for Disaster Management and other key national portfolios, and Ms. Aida Ngom, Director for Private Sector Development at the African Development Bank. The MoU formalizes the next stage of negotiations toward project execution and long-term management under Ghana’s PPP framework. The Apemenyim–Daboase Project involves the construction of a new 44 km bypass and the tolling and operation of a 55 km section of National Road 1, totaling approximately 100 km. It will operate under a 30-year concession covering design, construction, operation, and maintenance. This project is part of the broader Abidjan–Lagos Corridor, a key regional trade route that is expected to unlock significant economic benefits and enhance logistics infrastructure across West Africa. Participating consortium members include Index Strategy, Inc. (Japan), Maeda Corporation (Japan), Mota-Engil (Portugal), and Strategic Initiatives Limited (Ghana). A comprehensive feasibility study has already been completed, and the project is currently awaiting formal approval by the Government of Ghana. This milestone reinforces Japan’s role as a strategic infrastructure partner to Ghana and demonstrates the power of public-private collaboration in delivering transformative projects. The Ghana Mission in Tokyo remains committed to supporting the successful implementation of this initiative and promoting further Ghana–Japan cooperation in sustainable infrastructure development.
